Job Description Summary
Morgan State University (MSU) invites applicants to apply for a grant-funded contractual full time opportunity to work in the inaugural Office of Research Compliance.
The Research Compliance Administrator is responsible for providing oversight of the Research Security Program. Functional responsibilities include developing and implementing research security procedures, research security training, and research compliance oversight to ensure the ethical conduct and security of research activities at MSU. This role focuses on safeguarding research data, intellectual property, and compliance with federal regulations, including export controls, financial conflict of interest/commitment, and risk mitigation related to foreign influence. Candidates will address cybersecurity policy implementation and federal requirements. The position will work closely with the Research Compliance Director, faculty, researchers, research administrators and IT security to promote a secure and collaborative research environment.
Responsibilities:
Research Security & Compliance:
• Develop and implement research security processes aligned with federal and
institutional regulations (e.g., NSPM-33, CUI, export controls).
• Ensure compliance with federal funding agency security requirements (e.g.,
NIH, NSF, DOE, DOD).
• Collaborate with IT security to safeguard sensitive research data and
intellectual property.
Training & Awareness:
• Conduct research security training sessions and develop resources for faculty,
researchers, and students on research integrity, cybersecurity, and compliance
best practices.
• Provide guidance on responsible international collaborations and best
practices for securing research data.
Risk Mitigation & Foreign Influence Safeguards:
• Assess risks related to foreign influence in research and develop mitigation
strategies while promoting an inclusive research environment.
• Monitor evolving state, federal & institutional research security guidelines and update the public facing website and communicate the changes to the university researchers .
• Performs other administrative duties as assigned.
Physical Demands:
• May require extended periods of standing, bending, stooping, sitting at desk.
• Requires communication with a variety of constituents externally and internally.
• Requires operation of a variety of office equipment and compliance related software.
• Will require occasion travel to sponsor site and present at local & national conferences
Requested Minimum Qualifications
Education: A Bachelor's Degree in any discipline from an accredited college or university is required.
Experience: Experience in research administration, project management, compliance, cybersecurity, or a related field is required.
KNOWLEDGE, SKILLS, & ABILITIES:
- Ability to communicate clearly and effectively, both verbally and in writing.
- Strong communication and training skills to engage faculty and researchers.
- Ability to work independently and manage multiple priorities.
- Ability to become proficient in federal research security requirements (e.g., NSPM-33, Controlled Unclassified Information (CUI), NIST 800- 171)
Other Preferences for Consideration
Preferences:
- Ability to obtain relevant professional certifications in export control and/or compliance & ethics within 2 years.
- Masters Degree in Business, Law Public Policy, Project Management, or related field
