Description
Under general supervision, this position is responsible for assisting the planning and directing the
administration of the Virginia Uniformed Statewide Building Code (USBC) and coordinates the
assignment of work for plan reviewers and construction inspectors. Reports to the Building Official.
Requirements
Implements Virginia USBC regulations and Technical Review Board (TRB) determinations for enforcement of policies, maintain a comprehensive record-keeping system for plan reviews, permits and inspections in accordance with the Virginia USBC and TRB, and remains up to date with building
regulations and materials.
Reviews and approves plans and specifications for new constructions, modifications, and alterations to commercial buildings and structures to determine whether the requirements of the Virginia USBC and City codes are met. Responsible for the oversight of the issuance and revocation of construction
permits, Certificates of Occupancy, and the issuance of court summonses when required.
Responsible for the effective supervision and administration of staff performing building, plumbing, mechanical, fire, and electrical plan reviews, including prioritizing and assigning work, performance management, employee relations, and related activities.
Performs field inspections to consult with and assist contractors and property owners with difficult concerns related to Virginia USBC/TRB compliance. Assists the Damage Assessment Coordinator and performs damage assessments during Emergency Operations Center (EOC) events such as natural
disasters.
Works closely with architects, engineers, contractors, developers, and other City departments to ensure compliance with the Virginia USBC. Investigate complaints regarding plan review activities and violations through counseling or negotiation while initiating required actions, including legal
proceedings.
Attends professional code training and development events through code organizations, conferences, and seminars to maintain a knowledgeable plan review staff on new and proposed codes adopted by the Virginia USBC.
Attends meetings for special property conditions such as Conditional Use Permits, Site Plan Review Committee, Planning Commission, and Economic Development groups. Provides updates to management as it relates to major projects.
