Recruitment Notes: This is advanced managerial and supervisory work directing the operations of the Applicant Leasing Center (ALC) for Miami-Dade County Housing and Community Development (HCD). The incumbent is responsible for overseeing applicant admissions, eligibility determinations, waiting list administration, housing offers, transfer processing, and customer service functions supporting the Public Housing program.
The ALC Manager supervises professional, technical, and administrative staff responsible for applicant intake, eligibility verification, admissions processing, waiting list management, transfers, and related occupancy support functions. The position is responsible for establishing operational priorities, monitoring workload and performance metrics, implementing policy and procedural changes, and maintaining compliance with applicable federal regulations, departmental policies, and U.S. Department of Housing and Urban Development (HUD) requirements.
Key responsibilities include oversight of public housing admissions activities, waiting list administration, applicant eligibility determinations, housing offers, transfer processing, vacancy reduction initiatives, and the management of applicant readiness and housing offer strategies designed to support timely occupancy of available units. Additional responsibilities include quality assurance reviews, policy interpretation, applicant grievances and appeals, reasonable accommodation requests, staff development, customer service delivery, regulatory compliance, and coordination with property management, compliance, and redevelopment teams. The position also plays a critical role in supporting resident relocation efforts associated with redevelopment initiatives.
Miami-Dade County Housing and Community Development administers approximately 6,000 public housing units throughout Miami-Dade County and is actively engaged in multiple redevelopment and preservation initiatives. The Applicant Leasing Center serves as the primary entry point for public housing applicants and plays a vital role in maintaining occupancy, promoting program integrity, and supporting housing opportunities for eligible families.
The incumbent exercises considerable independent judgment in the administration of admissions and occupancy support functions and is expected to make operational decisions while maintaining a high level of customer service, and regulatory compliance.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of Housing and Community Development will be required to adhere to directives from the Mayor or the Mayor’s designee to report to work and perform all duties assigned during a declared state of emergency.
Preferences: Experience managing public housing admissions, eligibility determinations, waiting list administration, occupancy support activities, or housing program operations is preferred.
Experience supervising professional, technical, and administrative staff in a high-volume customer service or housing environment is preferred.
Experience interpreting and applying HUD regulations, occupancy requirements, eligibility standards, reasonable accommodation requirements, and public housing policies is highly desirable.
Experience with housing management software systems, performance reporting, quality assurance reviews, process improvement initiatives, and redevelopment-related admissions or relocation activities is preferred.

Requirements
Bachelor's degree in Business Administration, Public Administration or related field. Three years of supervisory experience in subsidized housing programs are required. Additional supervisory or administrative experience may substitute for the required education on a year-for-year basis.
