Description
Job Summary
The Civilian Harm Mitigation Response (CHMR) Planner is responsible for supporting the planning, coordination, and implementation of programs aimed at reducing civilian harm through collaboration with internal teams and external partners, while providing strategic guidance, reporting, and training support.
Responsibilities
Review CHMR guidance, policies, and instructions impacting operations and partnerships.
Schedule, organize, document, and brief working groups and process teams.
Provide recommendations on the development and management of specialized teams and program structures.
Produce, edit, and distribute quarterly reports and regular updates on program status, achievements, and challenges.
Support program funding coordination in alignment with management guidance.
Develop, revise, and publish standard operating procedures, instructions, and planning documents.
Assess partner organizations’ understanding and implementation of program principles.
Integrate CHMR concepts into planning processes, targeting, training exercises, and cooperation initiatives.
Identify and implement process improvements and best practices.
Support planning and execution of engagements, conferences, and related events.
Utilize task management systems to coordinate actions and track program activities.

Required Qualifications
Active Top Secret clearance with eligibility for SCI.
Bachelor’s degree with at least five (5) years of experience; or associate degree with seven (7) years; or nine (9) years of relevant experience.
Experience in planning roles within large-scale command or operational environments.
Minimum of three (3) years of experience in intelligence coordination roles at senior operational or strategic levels.
At least three (3) years of experience supporting high-level command functions or related operational directorates.
Extensive experience in intelligence analysis and coordination of complex operations.
Preferred Qualifications
Experience working within large command or component-level environments.
Background in civil affairs, intelligence, legal, or targeting functions.
Master’s degree in business management, national security, homeland security, or a related field.
