JOB SUMMARY
BlackVe is seeking a highly skilled and results-driven Senior Subcontracts Manager to oversee and perform a full range of subcontract administration activities across multiple programs, both commercial and government. This includes qualifying subcontractors, issuing requests for proposals (RFPs), evaluating proposals, negotiating agreements, and maintaining subcontract files in accordance with established procedures, federal acquisition regulations, and corporate policies.
Under broad direction, the Senior Subcontracts Manager will be accountable for managing the delivery of subcontracts objectives across assigned Project, ensuring seamless integration of subcontract work within the broader program — including cost, schedule, technical, and quality management. This role will also serve as a mentor and functional lead for future junior subcontract administrators and will play a key role in process improvement initiatives and compliance activities.
KEY RESPONSIBILITIES
- Drive all aspects of major subcontract execution — including cost, schedule, technical, and quality performance — ensuring full integration of subcontract work within the program across the full procurement lifecycle, from solicitation through invoice payment and closeout (cradle to grave administration), for multiple agreements across a range of government and internal research and development programs
- Prepare compliant RFP/RFQ packages for requirements of varying complexity; issue competitive and sole/single source solicitations and serve as the primary point of contact for subcontractors
- Draft, review, negotiate, and administer all agreement types including Non-Disclosure Agreements (NDAs), Master Service Agreements (MSAs), Independent Contractor Agreements (ICAs), Teaming Agreements, subcontracts, consulting agreements, modifications, representations and certifications, and supporting documentation
- Serve as the primary point of contact and liaison between subcontractors and internal stakeholders
- Monitor subcontractor performance for conformance to original proposals, control change management, manage performance issues to resolution, and recommend appropriate corrective actions
- Ensure all subcontracting activities comply with company policies, contractual requirements, and applicable legal and regulatory standards including FAR and DFARS
- Develop, maintain, and review subcontract files and procurement documentation in accordance with applicable government regulations and corporate procurement policies, ensuring documents are complete, accurate, and compliant; work with appropriate parties to correct any identified deficiencies
- Lead efforts to establish, maintain, and support an audit of a Certified Purchasing System (CPSR); respond to internal and external data calls from Government Compliance, DCAA, and DCMA as required
- Prepare and disseminate information as needed regarding subcontract status, compliance, modifications, deviations, negotiations, and terminations
Requirements
QUALIFICATIONS AND SKILLS
- Bachelor's degree in Business Administration, Supply Chain Management, or a related field preferred
- 8+ years of experience in procurement and subcontract management in the defense industry, with demonstrated experience supporting all subcontract types
- Excellent written, verbal, and presentation communication skills with the ability to effectively interface at all organizational levels — including with peers, subcontractors, and senior management
- Strong project management, negotiation, and conflict resolution skills
- Attention to detail with the ability to solve complex problems and maintain excellent organizational skills
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
- Must have the ability to qualify for and maintain a Top Secret security clearance
- Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) preferred
