Requirements
Minimum Qualifications: Bachelor’s degree. A minimum of four years of progressively responsible experience in affordable housing programs, including experience with Housing Choice Voucher (HCV)/Section 8 administration involving program operations, regulatory compliance, policy implementation, audits, customer service, data-driven performance management, and supervisory responsibilities, are required. HCV Program Management Certification or an equivalent from a nationally recognized public housing accrediting organization, such as NAHRO or Nan McKay, must be obtained within one year of hire.
Recruitment Notes: This is an advanced professional and supervisory leadership role within HCD's Section 8 Housing Choice Voucher Division of Miami-Dade Housing and Community Development (HCD). This role partners with the Division Director to oversee program operations, contractor performance, compliance, and staff development for a large, dynamic portfolio that includes HCV, Homeownership, Project-Based Voucher, Family Self-Sufficiency (FSS), Moderate Rehabilitation, and Single Room Occupancy (SRO) programs. The position entails contract management and quality control, HUD compliance oversight, support of strategic initiatives, and delivery of high-quality service to residents, landlords, partner agencies, and community stakeholders.
Preferences:
- Master’s degree in Public Administration, Business Administration, Finance, Urban Planning, or Social Sciences is preferred.
- Leadership experience in a Housing Authority or public housing agency with a substantial HCV portfolio.
- Experience with HUD reporting systems (e.g., PIC/IMS-E, HUDVoucher, FASS-PHA), policy interpretation, and implementation.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of PHCD will be required to adhere to directives from the Mayor or the Mayor's designee to report to work and perform all duties assigned during a declared state of emergency.
