DescriptionSalary is competitive and commensurate with qualifications and experience, while also considering internal equity.
The Office of Innovation and Economic Development is SIU's primary outreach arm to the region, offering business development, workforce innovation, economic development, and community engagement services and activities throughout Southern Illinois.
This position directs and represents the Illinois International Trade Center at SIU by overseeing program strategy, operations, budgets, reporting, and partnerships while serving as the lead subject matter expert in international trade, exporting, and market development to support business growth and global competitiveness.
Examples of Duties
Under the guidance of the Executive Director and Director of Business Incubator Programs of the Office of Innovation and Economic Development (OIED):
- Directs the IL International Trade Center (ITC) at SIU program, setting strategic priorities and measurable goals. Oversees the development, implementation, and evaluation of operational policies and procedures to ensure
effective daily administration and long-term program success.
- Provides authoritative guidance in international trade, identification of potential export markets and sources for export financing, including export readiness, evaluation of company's readiness to export, assistance with access to foreign market information, documentation assistance, automation automated trade leads, linkages with trade representatives, certifications, procurement strategies, and market research. Serves as a subject matter expert for businesses seeking to sell goods and services to local, state, federal agencies, business-related organizations, and other public and private export related entities.
- In conjunction with OIED leadership, develops and manages program budgets, including financial planning, reporting, and resource allocation. Oversees expenditures related to supplies, travel, training, and other direct grant expenses.
- Leads the development and delivery of training programs, seminars, and workshops. Represents the International Trade Center at SIU program in public forums, newsletters, and collaborative initiatives with economic development organizations and government agencies.
- Assist in coordination of activities with other co-located economic development initiatives to include: SIU Research Park, Business Incubator Programs, IL SBDC, APEX Accelerator, IMEC, Center for Innovation, regional, rural, and other tech assistance development organizations in our region.
- Interprets and implements program policies and procedures. Assists in administrative matters and serves as the primary advisor on program operations and development.
- Leads the documentation and analysis of program activities and outcomes. Prepares Neoserra reports and data for internal and external stakeholders to support transparency, accountability, and continuous improvement.
- Acts as the primary representative of the International Trade Center at SIU program to university departments, external agencies, and committees. Builds strategic partnerships to enhance program visibility and impact.
- Promote the programs of IL ITC, through referral sources including potential business exporters and serves as primary program marketing content creator and manages social media, including Facebook and LinkedIn. Oversees website updates.
- Extensive local, state, and national travel required.
- Coordinates with the IL International Trade Center advisory board. Seeks to obtain NASBITE Certified Global Business Professional (CGBP)credential within first year of employment. Provides leadership in staff development and performance management to ensure high-quality service delivery.
- Assist in the preparation of required funding proposals and reporting requirements.
- Seeks to achieve IESBGA certification within the first 90 days.
- Performs other duties as assigned.
Qualifications
1. Bachelor's degree.
2. Valid driver's license.
3. A total of three (3) years (36 months) of work experience in the area of International Trade, Business Management, and/or expansion.*
Preferred qualifications: 1. Business ownership, 2. Experience in international trade. 3. Degree in Business Administration, International Business, or International Studies - Master's preferred. 4. Fluency in one or more languages in addition to English preferred but not required.

Illinois Residency Requirement: Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position.

About Civil Service Examination/Testing: The Civil Service examination for this classification is based on your application materials and responses to the supplemental questions. No participation other than submission of application materials is required from applicants that qualify to take the exam. If you meet the minimum required qualifications for this position, your application will move forward for examination/testing in which you will receive a score calculated based on your education and experience, and your name will be placed on the active employment register by exam score. This score will be emailed to the email address noted on your application. After the application deadline, the names within the top three scores will be referred to the department for interview.
