Position Title: Management Analyst (Classification)
Dynamis is seeking a Management Analyst (Executive Resources) to support the executive resource operations in Washington, DC. This position is responsible for providing expert analysis and support in the management and allocation of executive resources, ensuring alignment with organizational goals. The ideal candidate will have 5 to 10 years of experience in management analysis, with a focus on executive resources.
Responsibilities:
- Provide day-to-day operational and analytical support for SES and senior-level personnel programs, ensuring compliance with OPM and agency-specific ER policies.
- Assist with executive staffing actions, including vacancy development, candidate evaluation coordination, ERB/QRB documentation, and executive hiring workflow support.
- Support SES and senior-level onboarding, offboarding, and transition activities, including coordination with HR, security, IT, and agency leadership offices.
- Maintain ER program calendars, executive assignment tracking, organizational charts, and governance documentation.
- Coordinate activities related to SES performance management, including annual performance plan collection, tracking, mid-year and end-of-year processes, and documentation for ERB review.
- Prepare performance-related reports, summaries, and briefing packages for agency leadership and oversight bodies.
- Maintain accurate and secure performance records in accordance with OPM guidelines.
- Research and interpret federal policies, OPM regulations, and executive personnel directives to inform program decisions and ensure compliance.
- Analyze executive workforce data and assist with development of dashboards, reports, and presentations for leadership.
- Draft executive correspondence, memos, and high-level documentation with clarity and accuracy.
- Support agency governance boards such as the Executive Resources Board (ERB), Performance Review Board (PRB), and Qualifications Review Boards (QRBs).
- Coordinate meetings, prepare agendas, maintain ER program files, and assist with special projects related to senior-level workforce planning.
- Respond to requests from internal stakeholders, OPM, and agency leadership regarding executive resources processes and status updates.
- Support the development and maintenance of standard operating procedures (SOPs) and internal workflow documentation.
Requirements:
- U.S. Citizenship
- 5+ years of federal ER experience to support Senior Executive Service (SES) and political appointee lifecycle functions. This includes recruitment, staffing actions, and maintenance of SES allocations and status.
- Ability to successfully complete a DHS Public Trust background check.
Preferred:
- Knowledge/experience of applying Title 5 U.S.C., 5 CFR, and OPM/DOJ (or equivalent agency) ER guidance to ensure SES hiring actions are compliant and defensible.
- Knowledge/experience developing technical qualification statements/benchmarks, reviewing applicant eligibility, issuing referral certificates, and generating applicant notices for SES vacancies.
