Description
Resource Management Concepts (RMC), a leader in defense IT, is recognized for driving innovation and delivering results for clients nationwide. We are seeking an experienced IT Program Manager to drive a high-impact program supporting the Naval Surface Warfare Center, Crane Division. This position is a key leadership role, partnering closely with the RMC Portfolio Manager and direct report Project Managers, and serving as the primary liaison for all contractual tasking and is located 100% onsite in Crane, Indiana.
Responsibilities:
- Direct the management and execution of a complex IT program, ensuring it aligns with company and client goals.
 - Lead strategic IT initiatives in engineering, scientific, and technical domains, adapting strategies to the defense sector's unique needs.
 - Build and maintain strong collaboration among internal teams, external partners, and government clients to achieve program objectives.
 - Oversee program budgets, schedules, and performance metrics, ensuring fiscal responsibility while maintaining service excellence.
 - Identify potential risks, implement robust mitigation plans, and support seamless program delivery.
 - Ensure strict compliance with all applicable industry regulations, standards, and cybersecurity protocols, including CSWF Baseline Qualifications.
 - Inspire and lead a multidisciplinary technical team, fostering innovation and teamwork.
 - Direct resource allocation, manage staffing needs, conduct interviews, and make hiring decisions throughout all stages of the program lifecycle.
 
Requirements
- A Bachelor's degree in a technical or managerial discipline is required; a Master's degree is strongly preferred.
 - Project Management Professional (PMP) certification is required.
 - Minimum 15+ years' professional experience in engineering, scientific, or technical IT systems support.
 - At least 10+ years' direct program management experience delivering technical engineering services.
 - Demonstrated ability to manage contractual tasking, lead expert teams, oversee staffing, prepare estimates, and produce comprehensive reports.
 - Familiarity with Federal Acquisition Regulation (FAR) and Department of Defense procurement.
 - Strong written and verbal communication skills suited to management responsibilities.
 - Active DoD SECRET clearance (or higher) is required for immediate start.

"Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $135,000.00 to $150,000.00 annually."
