Job Summary
This position provides an opportunity to lead and manage staff responsible for administering public assistance programs that support individuals and families in the community. The role oversees multiple support programs and focuses on ensuring high-quality service delivery, regulatory compliance, and effective program operations.
The Program Manager promotes staff development and growth, reinforces a strong customer service approach, and represents the organization at meetings, hearings, and public events. The position plays an active role in organizational, strategic, and operational planning, contributing to the continuous improvement of services.
Key responsibilities include project and program management; monitoring and evaluating staff and program performance; collecting and analyzing data to forecast outcomes; participating in policy development and revision; supporting budget planning and management; and establishing processes to ensure compliance with federal, state, and local policies and guidelines. The role also implements quality improvement initiatives to enhance service effectiveness and efficiency.
Key Responsibilities
Provide leadership and managerial oversight of public assistance programs
Promote staff development, engagement, and professional growth
Foster a customer-focused service delivery environment
Represent the organization at meetings, hearings, and public events
Manage projects and programs to ensure effective operations
Monitor and evaluate staff and program performance
Collect, analyze, and interpret data to support planning and decision-making
Participate in policy development, revisions, and implementation
Support budget planning and fiscal management activities
Ensure compliance with applicable federal, state, and local regulations
Implement continuous quality improvement initiatives
Requirements
Minimum Education, Training, and Experience
High school diploma or GED
Eight (8) years of related experience in public assistance administration and programs
Preferred Qualifications
Bachelors degree or higher in human services, social work, or a related field
Proficiency in Microsoft Excel
Experience working with case management systems
Supervisory experience within a human services program
Experience administering public assistance programs such as healthcare, nutrition, or cash assistance programs
Knowledge of eligibility determination and public assistance policies
Strong customer service experience in a fast-paced environment
Special Requirements
Ability to support emergency human services operations during community emergencies
Successful completion of required background checks
