POSITION SUMMARY: The Human Resources Director (HRD) is responsible for developing and executing the organization's human resources strategy in support of its overall business plan and strategic direction. This includes recruitment, retention, employee relations, compensation, benefits administration, credentialing, performance management, staff development, and organizational culture initiatives. This role ensures compliance with federal Health Resources Services Administration (HRSA) requirements; local, state, and federal employment law; and all applicable healthcare regulations.
DUTIES and RESPONSIBILITIES:
Effectively communicates and supports the company’s mission, values, and strategic vision.
Develops and implements HR strategies and plans that support the achievement of the overall business operations objectives.
Functions as a strategic business advisor to the Leadership Team of each business unit or specialty group regarding key organizational and management issues.
Serves as a member of senior leadership and is primary on workforce planning, organizational development, and risk mitigation.
Serves and attends Board meetings as advisor to the Board of Directors on compliance with employment law.
Designs comprehensive strategic recruiting and retention plans to meet the human capital needs of the company.
Designs and implements comprehensive compensation and benefits packages that are competitive and cost-effective.
Provides overall leadership and guidance for HR systems by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits.
Oversees the HR Department staff.
Oversees payroll and benefits.
Manages all aspects of provider recruitment.
Oversees credentialing.
Oversees workers’ compensation, leaves of absence, and other Americans with Disabilities Act (ADA) accommodations.
Manages employment law compliance and regulatory reporting.
Manages compensation structures, wage compliance, Oregon Pay Equity laws, and employee employment contracts.
Manages employee relations and collaborates with the Leadership Team in elevating culture.”
Educates management and employees on any employment law changes.
Other duties as assigned.

Lifting, bending, reaching, pushing, carrying, sitting, and driving an automobile.
Vision and hearing corrected to within normal range.
Physical mobility within offices and clinics.
HAZARDOUS CONDITIONS:
Minimal exposure to infectious diseases.
WORKING CONDITIONS:
Position is 75% office-based, 25% off-site.
Occasional evening or weekend work required.
Periodic state and national travel.
MACHINES, EQUIPMENT, TOOLS, and SUPPLIES USED:
Computer, printer, calculator, fax machine, copier, multi-line phone system, private automobile, and/or cellular phone.
Requirements
QUALIFICATIONS, EDUCATION, and EXPERIENCE:
A Bachelor’s degree from an accredited university is preferred.
A minimum of seven years of HR experience, with at least three years of managerial or directorial experience preferred.
HR certification preferred – HR Certification Institute (HRCI) or Society for Human Resource Management (SHRM).

Knowledge of, and experience with, varied Human Resource Information Systems (HRIS).
Proficient with Microsoft Office Suite or related software.
