Job Summary
This position offers an opportunity for an experienced Human Resources professional to step into a strategic Human Resources Business Partner (HRBP) role. The HRBP serves as a trusted advisor to leadership, aligning human resources strategies with organizational goals and supporting departments through comprehensive, solutions-focused HR guidance.
The role involves providing day-to-day HR consultation on employee relations, performance management, workplace policies, and compliance, while also contributing to workforce planning, succession planning, and organizational design initiatives. The HRBP plays a key role in talent management processes, including recruitment, onboarding, development, and retention, and supports performance review cycles, goal setting, and employee development planning.
This position partners closely with HR Centers of Excellence to deliver integrated HR solutions across areas such as talent acquisition, total rewards, organizational development, and policy compliance. The role also supports change management initiatives, employee engagement efforts, and data-driven decision-making through analysis of HR metrics and trends.
The HRBP supports multiple lines of business and departments related to public safety, planning, and community-focused operations, requiring strong collaboration skills and the ability to manage diverse stakeholder needs.
Key Responsibilities
Serve as a strategic HR partner to assigned departments, aligning HR initiatives with organizational objectives
Provide day-to-day HR consultation on employee relations, performance management, and workplace policies
Support workforce planning, succession planning, and organizational design efforts
Advise leaders on recruitment, onboarding, development, and retention strategies
Facilitate performance review cycles, goal setting, and employee development planning
Manage and support employee relations matters and assist with investigations as needed
Ensure compliance with employment laws, internal policies, and HR best practices
Support change management initiatives, including reorganizations and process improvements
Collaborate with HR Centers of Excellence to deliver coordinated HR solutions
Analyze HR metrics and trends to provide data-driven insights and recommendations
Promote a customer-centered approach to HR service delivery
Support employee communications, engagement initiatives, and policy education
Requirements
Minimum Education, Training, and Experience
High school diploma or GED
Five (5) years of progressive human resources experience
Preferred Qualifications
Bachelor’s degree or coursework in Business, Human Resources, or a related field
Professional HR certifications (e.g., SHRM-CP, PHR)
Experience in a generalist, analyst, or business partner HR role
Experience in a public sector or highly regulated environment
Strong written and verbal communication skills
Solid knowledge of employment laws and HR best practices
Familiarity with benefits administration, classification, and compensation principles
