The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.
The Human Resources Operations Business Partner is responsible for executing the daily operational activities in the HR Department for the complete employee life cycle with specific attention towards onboarding and offboarding, performance management, employee relations, retention records, HRIS implementation and maintenance, and ensuring consistency and compliance with company policy and federal and state regulations. The HR Operations Business Partner will be responsible for documenting, creating, and maintaining SOP’s and building best HR practices. The successful candidate will have the following attributes: excellent accuracy and attention to detail skills, exceptional interpersonal skills, strong communication skills, detail-oriented, strong problem-solving and collaboration skills, able to work independently, and tech savvy.
Under the leadership of the HR Director, the incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:
Performs all daily activities required to maintain the HR operational needs for the business, identifying gaps and making recommendations for process improvement to the HR Director. These operational programs include talent acquisition, compensation, benefits, leave management; performance management, employee relations, employee engagement, and training and development with specific focus on onboarding and offboarding, performance management, employee relations, records retention, HRIS implementation and maintenance, and ensuring consistency and compliance with company policy and federal and state regulations. Accurate data management is essential to success.
Maintains up to date job descriptions, HR forms, etc. in required sites.
Talent Acquisition: Posts open positions. Works with the external/internal recruiter or may recruit for positions to include initial screening of resumes and conducting initial screening interviews. Drafts offer letters for review. Conducts pre-employment background check and reference checks in accordance with Training Fund standards and policies. Responds to applicants, candidates and hiring managers as appropriate, escalating when necessary to the HR Director for handling.
Maintains accurate tracking and reporting for all HR operational activities.
Responsible for tracking and documenting compliance with mandatory and non-mandatory training and employment posters and reporting. May coordinate on-site trainings, continuing education, and work assessments.
Serves as main point of contact to answer questions from applicants and employees related to standard policies, benefits, hiring processes, etc.; refers more complex questions to the HR Director.
Accountable for quality assurance of all HR data, employee files, records, documentation and responsible for performing in the moment quality checks and quarterly audits of HR files and records to ensure that all required documents are collected and filed appropriately.
Responsible for HRIS implementation data entry and quality assurance.
Schedules and conducts new hire orientation. Collaborates with hiring managers and support functions to ensure onboarding plans are developed prior to a new hire starting. Follows up to ensure onboarding plans are being adhered to. Includes inputting data for new hires into HRIS.
Ensures a smooth, complete and efficient offboarding process is followed.
Works effectively with third party vendors. Provides feedback and direction appropriate to the decision-making authority granted to this position. Ensures all benefit vendor systems are up to date and accurate with employee information.
Maintains the integrity and confidentiality of human resource files, records, and conversations.
Works cross-functionally with Accounting, Finance, and IT to improve services for employees and makes recommendations for improvements.
Performs other duties as assigned.
Three to Five years of Human Resources Operations experience.
Three years’ experience in Benefits Administration and Leave Management.
Three years of assisting all levels of employees, interpreting and supporting company policy and providing sound, actionable advice.
Three years of supporting Directors and Managers in complex employee relations/workplace investigation experience.
Three years of acquiring and onboarding talent at all levels of employees within organizations and offboarding employees with respect.
Three years of experience staying abreast of changes, understanding and enforcing adherence to federal and state regulations.
Able and willing to take directions.
Able to work with minimal supervision while maintaining high-quality outcomes and keeping HR Director apprised so there are no surprises, reaches out proactively for support/assistance.

Proficiency with or the ability to quickly learn the organization’s databases, including, but not limited to Salesforce, Rouxbe, Financial Edge, Monday.com, Canvas, SharePoint, etc.
Ability to work with integrity, credibility, professionalism and confidentiality.
Experience working with diverse populations and addressing participants’ unique needs.
Ability to follow privacy policies and respect for confidential information.
Successful completion of background check is required.
Valid Washington State Driver’s License and access to a reliable, insured vehicle.
Needs to live in or move to the Puget Sound region of the State of Washington.
Candidates will be evaluated on their lived and learned experience, professional background, volunteer experience and direct and transferable skills.
Bachelor’s degree in human resources, Business Administration, Communication Studies or related field required.
HRCI or SHRM certification desired, not required.
Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift 15 pounds at times.
Must be able to access and navigate the Training Fund’s facilities, partner organizations, and classroom locations.
Hybrid
This position provides services primarily in Washington State in person 75% of the time and 25% remotely. Training Fund educational operations include limited program work in Oregon and Alaska. The position requires various “in-person” involvement with employees, management, and external vendors or community partners, may interact occasionally with apprentices, members, instructors, and external stakeholders at multiple locations. This position will require travel on an as-needed basis and during some non-traditional hours (early mornings, later evenings, and occasional weekends) to perform the essential functions of the position.
