Description
Perform a variety of complex professional duties in support of the development and management of Santa Clarita Valley Water Agency’s Asset Management Program. Administers the Utility Network Model and applies solutions to Geographic Information Systems (GIS) methods and workflows. Serves as a liaison and point of contact amongst various departments such as Operations, Engineering, Finance, and others. Administers the design, development, and maintenance of the Agency’s Computerized Maintenance Management System (CMMS). Performs related duties at the direction of the GIS Manager.
Positions in this class are responsible for conducting a wide range of responsible technical assignments in designing, developing, and maintaining the accuracy and quality of the Agency’s GIS Enterprise environment. Supports a wide variety of technological functions including solutions, applications, and analytical demands. Work of this class requires professional knowledge of the theory and principles of GIS, asset management, engineering and surveying, water utility operations, software, database manipulation, and product development and deployment. Follows the Agency’s Asset Management Program and Policy with established operations, engineering, and GIS methods, procedures, and standards. Make recommendations for the purchase of technologies.
Requirements
Depending upon assignment, duties may include, but are not limited to the following:
Defines project scope and execution, track progress, goals, deliverables, detailed project plans, timelines, and budgets
Coordination among team members, presenting to staff and keeping stakeholders informed
Creates, modifies, and maintains the Agency’s GIS databases
Utilizes knowledge of utility systems to identify and correct deficiencies in the Agency’s asset inventory
Administers quality assurance and control of database updates and construction
Develops, supports, and maintains asset management related data
Recommends and participates in database and dashboard process improvements
Troubleshoots and participates in software and database problem resolution
Administers the Agency’s CMMS and GIS Enterprise environments
Research industry trends, solutions, and best practices
Ability to organize, plan, and complete relational database and software implementation projects effectively
Record and track Asset Management workflow and procedures
Serves as a technical professional to other departments and provides recommendations
Designs processes between databases and applications that facilitate water system analysis and reporting
Develops procedural manuals and technical guides
Conducts technical training to technical staff and other users
Performs other duties as required
