Description
The General Manager of the Water Valley Electric Commission shall report to the Water Valley
Electric Commission (“Commission”) under the authority granted the Commission in
Mississippi Code 21-27-17, et sq. and the bylaws of the Commission. The work location for the
General Manager shall be in Water Valley, Mississippi The General Manager shall be a salaried position, exempt from FLSA (overtime).
POSITION SUMMARY: This General Manager is responsible for the overall leadership,
strategic direction, and operational management of the staff of the utility, along with ensuring
reliable, safe, and cost-effective electric service. The General Manager will foster a culture of
excellence in customer service, safety and education, fiscal responsibility, continuous
improvement and adaptability, communication and employee and stakeholder inclusion, service
reliability and will focus on leading organizational change to meet evolving industry demands
and community needs.
KEY RESPONSIBILITIES:
Strategic Leadership
Develop and implement long-term strategies aligned with the utility’s mission, vision, and
values.
Lead organizational change initiatives to improve efficiency, adaptability, and service
excellence.
Promote customer, employee and stakeholder inclusion in all aspects of utility operations and
community engagement.
Operational Oversight
Direct day-to-day operations, ensuring compliance with applicable federal, state, and local
laws and regulations, along with the policies and priorities as set by the Commission.
Oversee system maintenance, upgrades, and expansion projects.
Ensure safe work practices and a strong safety culture among all employees.Financial Management
Assist the Water Valley Electric Commission in the formation of the annual budget and shall
manage the annual budget, ensuring fiscal responsibility, accountability and transparency.
Monitor financial performance and recommend changes as needed.
Seek funding opportunities and manage grants or capital improvement programs.
Human Resources & Culture
Lead, mentor, and develop a team of employees, fostering a supportive and high-performing
work environment.
Champion employee engagement, inclusion, and professional development initiatives with a
particular emphasis on professional development through training.
Oversee recruitment, retention, and creation of performance management process, including
hiring and termination when necessary.
Customer & Community Relations
Serve as the day-to-day spokesperson for the utility with customers and community
stakeholders.
Build trust and maintain positive relationships with the public, governing bodies, and partner
organizations.
Respond effectively to customer concerns and service issues.
Commission Relations
Advise and inform the Water Valley Electric Commission on operational, financial, and
strategic matters.
Provide timely reports and recommendations to support effective governance and decision-
making.
Requirements
QUALIFICATIONS
Education & Experience
Bachelor’s degree in business administration, engineering, public administration, or related
field (required).
Minimum of 5 years of progressively responsible leadership experience, preferably in a utility
or related industry.
Experience in change management, organizational development, and leadership practices.
Familiarity with electric utility operations, regulatory compliance, and safety standards.
(Previous experience working in the service territory of the Tennessee Valley Authority should
specifically be included in the applicants resume).

WORKING CONDITIONS
Primarily office-based with field visits for supervision and response as needed.
Must be available for after-hours emergencies and Commission meetings
Occasional travel for training, conferences, and stakeholder engagement.
