Brief Job Overview/Summary
Stockton University is accepting applications for a Director of Title IX and EEO. This role is crucial for managing compliance, investigating complaints, developing and implementing policies, and fostering a safe and equitable environment for both students and employees.
Descriptions of Essential Duties/Responsibilities:
Title IX:
- Serve as the Title IX Coordinator and chair Stockton’s Title IX Practitioners Group
- Receive and oversee Title IX reports and complaints. Identify and address patterns or systemic issues and concerns, if any, during the review of Title IX reports and complaints
- Investigate complaints of sexual misconduct/discrimination, as well as related VAWA claims/complaints
- Supervise administrative Title IX investigators in handling complaints of sexual misconduct under University policies and procedures prohibiting sexual misconduct, including complaints of retaliation
- Oversee other Title IX inquiries as they arise including, but not limited to, coordinating investigations of any resulting complaints filed with external agencies as appropriate
- Review University Title IX policies and procedures pertaining to sex discrimination and sexual misconduct for consistency and compliance with applicable laws and regulations
- Oversee the quality, content, and documentation of campus Title IX education and training, as well as documenting the distribution and delivery of all prevention and awareness campaigns such as literature, brochures, website, etc.
- Develop, revise, and send Title IX nondiscrimination notices to all students and employees in the fall and spring academic semesters
- Coordinate the administration of Title IX campus climate surveys
- Plan and coordinate with the Student Affairs all student and employee training required by Title IX
EEO:
- Develop and update the University’s Workforce Development Plans and Programs
- Investigate and/or supervise the investigation of complaints of prohibited discrimination under the University’s Policy Prohibiting Discrimination in the Workplace (“Employee Policy”) and the Student Policy Prohibiting Discrimination and Harassment in the Academic/Education Environment (Student Policy)
- Serve as Title VI and Title VII coordinator. Review and Investigate allegations of race/ethnicity and color-based discrimination complaints, including those complaints filed with external enforcement agencies, as appropriate. Handle complaints of discrimination/harassment by third parties
- Review and update the University’s Workforce Development Plan and ensure compliance with Federal and State regulations under Equal Employment Opportunity
- Independently or in collaboration with others, develop and deliver education programs on discrimination/harassment/retaliation
- Serve as liaison between the University and governmental agencies for EEO matters
- Perform other duties as assigned by the Chief Human Resources Officer

Knowledge, Skills and Abilities:
Title IX regulations (34 C.F.R. § 106.8 and § 106.45), state that every Title IX Coordinator must be trained on the following:
- The definition of sexual harassment as used in Title IX
- The scope of the school’s education program or activity
- How to conduct an investigation and grievance process, including hearings, appeals, and informal resolution processes, as applicable
- How to serve impartially, including by avoiding:
- Prejudgment of facts
- Conflicts of interest
- Bias
Required Qualifications:
- Master’s degree in higher education administration, student services, counseling, conflict management, social work or a related field
- 7+ years of professional experience in increasingly responsible positions in higher education, student affairs, Title VI, Title IX, or civil rights
- Up-to-date (within the past year) Title IX training in accordance with current federal regulations (34 C.F.R. § 106.8 and § 106.45). Training must include the definition of sexual harassment under Title IX, the scope of the institution’s education program or activity, investigation and grievance procedures, and impartiality standards
- In depth knowledge of the federal and state laws pertaining to gender-based discrimination and harassment and sexual misconduct, as they apply to colleges and universities including Family Education Rights and Privacy Act (FERPA), Title IX of the Educational Amendments Act of 1972 (Title IX), the Jeanne Clery Act of 1990 (Clery Act), the Violence Against Women Act of 1994 (VAWA), all as amended where applicable, and other federal and state laws, regulations and court decisions
Preferred Qualifications:
- J.D.
- Knowledge of the Maxient software
