Description
Lead strategy and tactical operational delivery of Paroo Shire Council's Infrastructure planning and delivery function. ELT position, reporting to CEO. Based in Cunnamulla.

Located in South-West Queensland, Paroo Shire hosts the four townships of Cunnamulla, Eulo, Wyandra, Yowah and spans approximately 48,000 square kilometres. Cunnamulla is the main township and serves as the main civic and commercial centre for the Shire.
Paroo Shire is well serviced with regular transportation options, community centres, health facilities, P-12 education, sports and recreation, retail and dining, as well as a calendar packed with community events.
As an integral member of the ELT, the Director of Infrastructure reports directly to the Chief Executive Officer, and plays an important role leading the council’s infrastructure department, including but not limited to:
- Delivery of Shire services and operational programs
- Management of an extensive road network
- Medium and long-term planning of council works programs
- Delivery of infrastructure projects – capital and sustaining capital works
- Resource coordination
The position will be offered on a 3-year fixed term contract with opportunity for conversion. The role has authority, support and enablement to adopt a proactive risk management approach to all council infrastructure activities to ensure risks are identified and controlled to protect the council and community against reasonable loss.

Requirements
- Tertiary qualifications in Engineering in conjunction with consummate experience in a similar senior leadership position
- Extensive experience managing a large road network with an adherence to the highest quality construction and maintenance of our road infrastructure
- Experience working with and building strong relationships with the Queensland Department of Transport
- Ability to provide strategic and tactical leadership guidance in support of the achievement of safe and legally compliant public infrastructure works programs – across multidiscipline teams and stakeholders
- Prior experience in developing and delivering a project management framework that sees major projects delivered in line with best practice, on time and on budget, and that lifts capability of the PMO function
- Resource and support coordination across multiple operating service areas – fleet, waste management, quarry operations, third party consultancies, etc
- Commercial acumen – comprehensive understanding of capital and operating budget planning processes, funded programs of work, planning, project controls, and contract administration
- Queensland ‘C’ Class (or interstate equivalent) motor vehicle driving licence or higher
- Construction Safety Induction Card (White Card)
- Strong written and verbal communication skills with the ability to effectively communicate, negotiate and foster positive working relationships at all levels
