Job Summary/Basic Function:
The Director of Capital Projects is a senior leadership role responsible for the strategic oversight, management, and continuous improvement of the annual planning and execution of the capital projects and campus improvements. This position is pivotal in developing and executing operational strategies that enhance campus infrastructure, streamline service delivery, and support institutional priorities.
The Director leads contract management efforts, project planning, development, tracking, management, and administration. In addition, this role will oversee the development, implementation, and management of procurement policies, as well as actively manage all Facilities Department RFP processes.
Strategic Leadership & Management
- Provide visionary leadership and strategic direction for all Capital Program management, ensuring a proactive and solutions-oriented approach.
- Develop and implement policies, procedures, and best practices that drive operational efficiency, service excellence, and regulatory compliance.
- Oversee budget development and fiscal management for all assigned projects and guide team members engaged in project management duties.
- Serve as the primary point of contact for senior leadership, faculty, staff, and external partners regarding campus renewal, strategic capital planning, and project execution.
Capital Project Management
- Administration of construction projects, including scope development, vendor coordination, scheduling, and budget tracking.
- In collaboration with AVP, oversee the annual capital renewal process, including technology deployment, to assist in the identification, compiling, tracking, prioritizing, and execution of capital projects.
- Collaborate with campus stakeholders to align project priorities with institutional goals and ensure timely, high-quality project execution.
- Own planning and program development, including a 5-year capital plan, asset inventory supporting planning efforts, & budget estimates.
Technology & Work Order Management
- Oversee implementation, use, adoption, and quality of information within the dedicated Project Management and Asset Management software systems.
- Actively work within and become familiar with the CMMS work order system, ensuring streamlined service requests, data-driven decision-making, and operational transparency.
- Drive technological advancements and process improvements to enhance reporting, resource allocation, and customer service.
Procurement & Contract Management
- Oversee the development of the contract management function, including all required tools or technology, workflow processes, and systems. Once established, serve as departmental contract manager.
- Identify opportunities for and lead the execution of RFP processes for ALL departmental service providers and critical functions.
- Establish strategic procurement policies and develop awareness training to ensure high adoption rates across the organization.
- Partner with colleagues to identify and execute opportunities that drive cost-effective partnerships.
Minimum Qualifications:
- Extensive experience in campus operations, facilities management, project management, or a related field, with progressive leadership responsibilities.
- A proven track record of managing multi-disciplinary teams and large-scale operational budgets.
- Strong knowledge of vendor contract management and project management methodologies.
- Demonstrated success in implementing technology-driven solutions to enhance operational efficiency.
- Exceptional leadership, communication, and interpersonal skills with the ability to build partnerships and drive organizational change.
Preferred Qualifications:
- A bachelor's degree in Facilities Management, Business Administration, Engineering, or a related field is preferred.
- Extensive industry experience may be considered as an alternative to a formal degree.
- Strong knowledge of EH&S regulations, along with civil/structural engineering & construction best practices

When determining and establishing hiring rates or recruitment ranges for a position, the College considers a number of factors including the budget for the position, the range of the grade, the external market for the position or similar positions, level and scope of responsibilities, required education, skills and relevant experience as well as internal equity. All salary offers must have the prior approval of the Office of Human Resources.
The anticipated hiring or recruitment range for this position is $100K $125K, commensurate with the qualifications, education and experience of the selected candidate.
