Position summary:
The position supports the Finance Director in managing the City’s financial operations, including accounting, budgeting, auditing, investments, and financial reporting. This role ensures the integrity of financial data, oversees general ledger maintenance, prepares audit and fiscal reports, and supports grant compliance and reporting. It contributes to strategic planning, financial forecasting, and policy development, while also assisting in the administration of financial systems and software. The position assists in managing the City’s operating and capital budgets, analyzes expenditures and revenue trends, and provides guidance on financial policies, internal controls, and regulatory compliance. It also prepares reports and presentations for leadership and the City Council, provides responsive customer service to internal and external stakeholders, and stays current on professional standards, technologies, and best practices.
Primary Duties:
An employee in this position may be called upon to do any or all of the following duties. These examples only include some of the tasks the employee may be expected to perform. To perform this job successfully, an individual must perform each essential function satisfactorily.
1. Works closely with the Finance Director and Department Heads in areas of strategic planning, forecasting and trends, analysis, and administration of finance systems and processes.
2. Assists in the preparation and direction of audits, financial statements, forecasts, and varied fiscal reports.
3. Ensures the integrity of the general ledger; reconciles accounts and prepares adjusting entries.
4. Reviews accounting documents to ensure accuracy of information and calculations and makes correcting entries.
5. Examines supporting documentation to establish proper authorization and conformance with agreements, various contracts, and state and federal regulations.
6. Assists in the review of Grant agreements and prepares financial grant reports in accordance with state and federal regulations.
7. Assists in managing key financial responsibilities, including accounting, auditing, bonds, budgeting, payroll, investments, fixed assets, financial reporting, and cash management.
8. Assists with the development and management of the City's operating budgets, related budgetary and fiscal analysis, and capital improvement program; develops policies, procedures, and forms for departmental input and administration of such budgets.
9. Reviews expenditure and budgetary control accounts and records; reviews, analyzes, and recommends adjustments to budgets.
10. Assists in the development of financial reports, projections, and revenue source development; advises on data trends, the financial policies, and the integrity of the City's assets and financial systems.
11. Researches, recommends, implements, and trains staff on new software programs and upgrades to existing programs and technologies.
12. Assists the Finance Director with responsibility for investments and invested funds of the City. Works with the Finance Director, coordinates bond payments, and may participate in coordinating bond refunding or the issuance of new bonds.
13. Advises the Finance Director and assists with developing and implementing policies, procedures, and internal controls for the City.
14. Advises Finance Director and implements required Governmental Accounting Standards Board pronouncements, Government Finance Officers Association recommended practices, and other legislation and regulations to ensure compliance with necessary state and federal regulations.
15. Prepares reports and exhibits for various audiences, including the City Council. Attends meetings and makes presentations as necessary.
16. Provides internal and external customer service. Receives, investigates, and addresses inquiries and complaints made by citizens, businesses, or other personnel. Follows up on corrective actions and ensures that timely replies are provided.
17. Keeps abreast of developments in the field, new administrative techniques, and current issues through continued education and professional growth. Maintains cooperative relations with peer agencies and other governmental units. Attends conferences, workshops, and seminars as appropriate.
Requirements

- A bachelor’s degree or equivalent in finance, accounting, or a related field is required.
- Minimum of five years of progressively responsible experience.
- Knowledge of the methods and techniques of financial analysis, accounting, and financial reporting. Knowledge of government finance and the Governmental Accounting Standards Board is preferred.
- Proven ability to think strategically, learn about diverse City operations and processes, and to evaluate a variety of municipal financial services, analyze operating issues, and establish internal policy and procedure recommendations.
- Skilled in assembling and analyzing financial data, developing budgets, and preparing comprehensive and timely reports, recommendations, memoranda, letters, and responses to requests for information.
- Ability to communicate and present information effectively, both in a verbal and written manner, to varied audiences with a high degree of diplomacy and professionalism. Ability to respond to public inquiries and internal requests while maintaining favorable public relations.
- Ability to effectively train, lead, and motivate employees.
- Demonstrates excellent organizational skills, is highly detailed, and has proven ability to problem solve, recommend, and implement solutions. Skill in organizing schedules and coordinating associated resources.
- Has established effective working relationships and uses good judgment, initiative, and resourcefulness when dealing with employees and professional contacts.
- Demonstrates proficiency in the use of information technology, including software applications related to areas of responsibility; able to quickly learn other technologies as necessary.
- Ability to work effectively within deadlines, under stress, and with changing work priorities. Able to critically assess situations, solve problems, and handle sensitive matters with a high degree of confidentiality and discretion.
- Possess a valid driver’s license.
