The County of Los Angeles Child Support Services Department is seeking a Deputy Director (Unclassified). The Deputy Director, Child Support Services Department is positioned to have a major impact in achieving the Child Support Services Department’s mission to enrich our community by providing child support services in an efficient, effective, and professional manner, one family at a time. The position reports to the Chief Deputy Director, Child Support Services, and is responsible for directing operations pertaining to the establishment and enforcement of parentage and child support throughout Los Angeles County. The position also participates in Board initiatives, representing and leading efforts for the Department.

Child Support Services Department
Led by Director Terrie Hardy, the Child Support Services Department assists parents with their child support needs by helping parents engage in the financial support of their children. Our area of expertise is in the capacity of financial support, but we recognize that children need all types of support from their parents in order to grow up healthy, not just financial support.
Our mission is to serve our customers, one family at a time, focusing on what is needed to ensure we are working toward the best outcomes for the children involved. To this end, we look to partner with families and other entities that can help to meet all needs, which will help the children. The Deputy Director
The Deputy Director is positioned to have a major impact in achieving the Child Support Services Department’s mission to enrich our community by providing child support services in an efficient, effective, and professional manner, one family at a time. The position reports to the Chief Deputy Director, Child Support Services, and is responsible for directing operations pertaining to the establishment and enforcement of parentage and child support throughout Los Angeles County. The position also participates in Board initiatives, representing and leading efforts for the Department.

This individual brings extensive experience in child support program management and demonstrates outstanding interpersonal skills that foster collaboration, innovation and continuous learning. This role requires the ability to develop and empower subordinate managers, supported by a high level of emotional intelligence and the capacity to establish goals, monitor outcomes, and ensure accountability.
Key Responsibilities
- Plans, organizes, and directs the work of the divisions within the Department in relation to the departmental and County strategic plans, as well as supervising the managers in charge.
- Drives measurable growth, strengthens operational excellence, and leads teams to consistently exceed strategic goals.
- Represents the Department in meetings and other communications with public officials and with federal, state and local agencies.
- Participates in the development of Departmental goals and objectives and oversees the establishment of goals and objectives. Participates in the formulation of policies and procedures affecting the operations of the divisions and oversees the implementation of the policies and procedures.
- Advises the Director and Chief Deputy Director on departmental budget matters; recommends and justifies measures to meet present and future personnel, space, and material requirements for the divisions.
- Advises the Director and Chief Deputy Director on departmental compliance with federal, state and local regulations, statutes, and rules, with a focus on compliance issues
- Oversees the resolution of difficult and/or complex policy questions and issues affecting the Department.
- Oversees the activities of all staff assigned to the divisions.
- Oversees the direction, evaluation, motivation, and discipline of employees assigned to the division, as well as reviews and decides on high-level grievance and disciplinary matters.
- Represents the Department in meetings with the staff of the Board of Supervisors, the Chief Executive Office, departmental directors, and other high-level public and private officials within the Department.
Qualifications
Applicant must demonstrate the knowledge necessary to administer the child support enforcement program in accordance with federal, state and County statutory and regulatory requirements and the ability to manage a major segment of an organization. This includes knowledge of child support programs, including the establishment, modification, and enforcement of child support orders, and knowledge of federal and State civil and criminal laws and regulations applicable to the delivery of child support services, and child support practices and procedures of the local courts.
A Bachelor's degree in Business or Public Administration, Psychology, Sociology, or a related field, and five years of administrative management experience planning and directing, through subordinate supervisors, the work of frontline staff engaged in the primary functions of the child support program, including the establishment and enforcement of parentage and child support. This experience must also include directing child support-related cases and project management, making performance and operational recommendations to higher- level managers, managing personnel, and other administrative functions through subordinate supervisors.
Desirables
In addition to the above, desired candidates will also have:
- A master’s degree or higher in Business or Public Administration, Psychology, Sociology, or a closely related field.
- Demonstrated experience achieving major organizational outcomes through subordinate managers and helping them maximize their potential and contributions to the organization.
- Innovative change agent with demonstrated impact and results.
- Demonstrated ability to interact effectively with public officials, professional personnel, advocacy groups, and the general public.
- Extensive experience managing responsive, customer-centric programs.
COMPENSATION
Compensation: $163,996.80- $255,048.36
Starting annual salary is dependent on qualifications and career accomplishments. This unclassified p o s i t i o n is subject to the provisions of the County’s Management Appraisal and Performance Plan (MAPP) and is compensated at MAPP Range R14.

- Savings Plan (401k) – Optional tax-deferred income plan that may include a County matching contribution up to 4% of employee’s salary.
- Deferred Compensation Plan (457) – Optional tax-deferred income plan that may include a County matching contribution up to 4% of employee’s salary.
- Non-Elective Days- 10 paid days per year with the option to buy elective annual leave days. Annual leave can be used for vacation, sick, or personal leave.
- Holidays – 13 paid days per year
