- Community Services Board Finance Officer
Description
The City of Virginia Beach Department of Human Services (DHS) is recruiting for a Community Services Board (CSB) Finance Officer to join our team! This position oversees financial administration of federal, state, and local funding streams within the DHS's Behavioral Health and Development Services (BHDS) division.
Duties of this position include, but are not limited to:
- Develop and manage a BHDS budget of over $70,000,000 in coordination with Deputy Director, Program Administrators and Chief Financial Officer; monitor, analyze and report budget v. actual activities; present monthly financial reports to BHDS management and Community Services Board (CSB) board members; respond timely and accurately to state, regional, and city requests for information; develop strategies for course corrections, and accommodate changes in program structure, state allocations, and other budgetary changes throughout the year.
- Prepare annual BHDS Performance Contract financial and services budget and present to the CSB Board and City Council for approval; provide prompt, courteous customer service to internal and external customers; complete Performance Contract and Intermediate Care Facility (ICF) Cost Settlement reports throughout the year with accurate financial and service capacities data by state-imposed deadlines.
- Participate in regional committee meetings and activities; serve as a member of the DHS Senior Leadership Team; participate as part of the Business Administration leadership team.
- Supervise a team of five accounting staff providing regular feedback, monthly one-on-one supervision, monthly team meetings, and annual performance evaluations; monitor and approve leave, verify daily work schedule and activities, provide guidance, training, and, where necessary, appropriate disciplinary action.
- Review, revise and develop internal controls, procedures and policies that govern the prudent stewardship of city and client resources; recommend and design quality improvements.
- Assist in the implementation of the DHS and Business Administration Division strategic plans; provide vision and perspective during BHDS program development and reorganizations; apply critical thinking to grant budget development and consider global impact of BHDS initiatives to DHS and the City.
- Develop and maintain effective working relationships with state and city partners; provide advice and support to BHDS management and services personnel; back-up DHS Accounts Payable Manager; act as delegate for Business Manager when required.
- Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

Requirements
MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to nine (9) years in business administration or accounting, utilizing the required knowledge, skills and abilities. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.
