Description
The Mobile Housing Authority is an evolving and transforming Public Housing Authority located in the beautiful port city of Mobile along Alabama’s Gulf Coast seeking the right individual to join our management team. The CHIEF EXECUTIVE OFFICER (“CEO”) is responsible for planning, development, implementation, administration, and evaluation of affordable home developments, the Housing Choice Voucher Program, Resident Services, Capital Fund, and a comprehensive asset repositioning and redevelopment program, including overall business strategy and fiscal performance. The CEO directs the daily activities, establishes short and long-term goals and objectives; provides oversight of all Agency activities to ensure a satisfactory rating with HUD scoring systems such as Public Housing Assessment System (PHAS) and other future HUD required evaluation systems; manages and maintains a work environment and culture conducive to outstanding employee engagement; develops and participates in marketing initiatives; develops budgets and financial reporting; develops a strong collaborative working relationship with the Board of Commissioners; assist the Board in its policy making duties by providing relevant information and shares activities, opportunities, and risks to include options and potential consequences to enable the Board to make well informed decisions; responsible for the hiring and termination of employees; interpret and implement programs according to federal, state, and local laws; represent MHA with local and federal government officials, land developers, builders, and financial consultants to develop projects related to development and asset repositioning; participate in speaking engagements that promote the agency; negotiate and monitor contracts with various contractors, stakeholders, and legal counsel; provide oversight and management of grant funding; analyses proposed legislation and regulations change consistent with the Agency’s interests and needs; renders regular reports of all transactions and progress, and financial conditions;
Comprehensive knowledge of federal, state and local laws, the Department of Housing and Urban Development (HUD) regulations applicable to public housing authorities, housing, and community development organizations and programs; comprehensive knowledge of the principles of fiscal and organization management; comprehensive knowledge of current public housing repositioning and modernization strategies and approach; thorough knowledge of local, state and federal laws and regulations governing business operations; thorough knowledge of budget development and management practices; good knowledge of HUD’s electronic information and data systems; skilled in leadership, conflict resolution, team building, and strategic planning; ability to provide strong organizational and managerial leadership; ability to plan, organize and direct complex administrative functions; ability to think strategically and develop comprehensive short and long-term plans; ability to evaluate the efficiency and effectiveness of departmental operations, functions, and programs; ability to interpret relevant state, federal, local and special program laws and regulations; ability to communicate effectively, both orally and in writing; ability to research, develop and prepare detailed reports; and the ability to establish and maintain effective working relationships with public officials, HUD officials, employees, state funding agencies, business and community organizations, residents, and the general public.
Requirements
Minimum Qualification: Attainment of a bachelor’s degree from a recognized college or university in business or public administration, or closely related area and a minimum of five years increasingly responsible senior management level experience in the public housing administration or a related field, including significant experience in public finance and construction; or a combination of education and experience equivalent to these requirements.
