The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. ABOUT THE TEAM
MTC, through the Bay Area Toll Authority (BATA), collects toll funds and uses that money to fund major projects that support bridges, roads and the Bay Area transportation network. The FasTrak Customer Service Center (CSC) manages millions of accounts and processes electronic toll transactions and toll evasion notices for seven state-owned toll bridges, the Golden Gate Bridge, and Bay Area Express Lanes. The tolling program is crucial to both generating revenue for regional transportation needs and to congestion management strategies. The work related to the implementation and maintenance of the FasTrak CSC systems and operations is contracted to an outside vendor and includes the contact center, web services, toll transaction and violation processing, revenue collection and payment processing.
ABOUT THE ROLE
This position will be part of a team managing the FasTrak CSC systems and operations vendor. The selected candidate will support a variety of system and program related activities for the FasTrak Program including release scheduling, communications/coordination with stakeholders, system performance monitoring, developing improvement plans, quality control and bug tracking, and other tasks.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Provide technical expertise and analytical support to ensure alignment of system functionality with business needs and agency objectives.
- Perform document review, test script review, test witnessing and system test results review to validate requirements and ensure data integrity.
- Oversee issues through the entire defect lifecycle, including identification, tracking, prioritization, and resolution including active participation in regular defect review and triage meetings.
- Track trends, support process improvements, and ensure compliance with quality standards.
- Coordinate release communication and manage release calendars.
- Monitor system and interface performance.
- Identify issues with transaction processing and revenue collection at all stages of transaction processing.
- Collaborate with stakeholders to understand business needs and translate them into requirements.
- Conduct detailed gap analyses across workflows, data models, and system capabilities to define functional and non-functional requirements for future-state solutions.
- Design and maintain process models that capture operational workflows, decision points, and system interactions.
- Work closely with cross-functional teams to ensure effective communication, documentation and alignment of program needs.
- Collect, research, compile, and evaluate information from various sources ensuring compliance with laws, codes, rules, regulations, and program guidelines. Synthesize findings into actionable recommendations that inform decision-making and continuous improvement initiatives.
- Provide technical assistance and oversight to contractors, subcontractors, and vendors to ensure program services are delivered accurately and on time.
- Prepare or assist in the preparation of monthly, quarterly, and year-end program and technical reports.
- Organize and maintain accurate and detailed databases, files, and records; verify accuracy of information, research discrepancies, and record information; coordinate and ensure compliance with established records retention schedules.

- System implementation oversight and vendor coordination.

- Identify discrepancies and potential issues that could compromise software quality.
- Manage record keeping through electronic file management best practices.
- Proficient in using computer systems and relevant software to manage administrative tasks, maintain accurate records, and support efficient office operations.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
MINIMUM QUALIFICATIONS
Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:
Education and Experience:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, business or public administration, or a related field and five (5) years of increasingly responsible professional experience administering programs in a field related to assignment area.
PREFERRED QUALIFICATIONS
Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration. A Master’s degree is desirable.
Experience: Five years of increasingly responsible relevant professional experience that includes at least two years managing the work of others. Preference will be given to those with experience in project and contract management or software quality management and testing.
Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.
