Title: Assistant Superintendent
Reports To: Superintendent
I. Function:
Under the direction of the Superintendent, the Assistant Superintendent administers the day-to-day functions of the Water Commission.
Responsibilities include: planning, budgeting, purchasing, scheduling, and employee supervision within the Lincoln Water Commission relating to water production and distribution system operations and infrastructure.
Ability to perform functions of the Superintendent in the event of their absence.
II. Illustrative Examples of Work:
- Supervises the operation and maintenance of system pumping and storage facilities: water mains, service lines, system appurtenances, buildings and other Commission assets.
- Prepares the department budget and oversees purchasing and inventory control, supervises water quality monitoring and reporting programs to ensure compliance with all State and Federal regulations.
- Establishes appropriate numbers and qualifications of personnel; oversees their hire, discharge, scheduling, development, training, and performance.
- Research and analyzing system information to contribute to the development and administration of an efficient and effective operations department.
- Participates in the development and administration of the Commission risk management, safety and security programs, procedures manuals and emergency action plans.
- Maintains complete and accurate records and prepares timely reports as needed.
III. Minimum Entrance Requirements:
Applicant must have a Rhode Island Water Treatment Plant Operator’s Certificate, Grade II, or capable of obtaining within one year of hire.
Education and Experience:
- An Associate’s Degree in physical and/or biological sciences and four (4) years of full-time experience as an operator at a class 2 or higher drinking water supply system. The Degree should be relative to sanitary, civil, chemical, or environmental engineering, public health, biology, chemistry, or other discipline acceptable to the commission. OR
- A Bachelor's degree in the physical and/or biological sciences and two (2) years of full-time experience as an operator in a class 2 or higher drinking water supply system. Degree should also be related to sanitary, civil, chemical, or environmental engineering, public health, biology, chemistry, or other disciplines acceptable to the commission. OR
- Must have been employed at a public water supply and 3D system of Class 3 or higher and possess a grade 3D Full Certification with five (5) years continuous full-time experience as an operator with supervisor experience. AND
- One should have completed a minimum of 14 credits post high school education in the physical and/or biological sciences.
IV. A Valid Driver’s License
V. Abilities, Knowledge, and Skills
- An in-depth knowledge of theories and practices in water treatment and distribution. Ability to manage personnel, understand and follow oral and written instructions, and able to interpret complex engineering plans and specifications.
VI. Physical Qualifications
- The role involves working in office and outdoor construction settings, traveling between job sites, and tolerating exposure to varying weather conditions, noise, airborne particles, hazardous materials, traffic, water, uneven surfaces, and elevated work areas.
- Primary functions require sufficient physical ability and mobility to work in an office and field environment. The employee must be able to communicate effectively and perform routine physical tasks involving manual dexterity, mobility, and balance.
- The position requires the ability to use a keyboard and standard office equipment and to occasionally lift or move items weighing up to 25 pounds
